When I was reading the hints on Pirates Gold it mentioned that there was
trouble finding the person to whom the letter from the Governor should
be given. If I'm not mistaken the person that you need to deliver the
letter to is in the tavern in fron of the barmaid. I think he's the
middle person at the table.
