Enter the game folder and select the config.ini and open it in a text editor.
Find the line that says:

; Set to 1 to activate the debug panel

DebugPanel = 0

Change the number 0 to 1 so that it now looks like this:

; Set to 1 to activate the debug panel

DebugPanel = 1

Save the file and start up Civilization 5, then start a new game and press ' / ~
(or the key above Tab) and a debug panel will appear on the right hand side of
the screen.
You can use this to alter the game in numerous ways.
